Phil is a character due to appear in Grand Theft Auto VI as an arms dealer who owns Phil's Ammu-Nation in the state of Leonida. His name, look, and occupation reference the 1980s-era portrayal of Phil Cassidy from earlier games in the series, before that character lost his arm.
